National Social Service of Ukraine is the central executive authority, which implements state policy in the field of social protection of the population, protection of children's rights, state control over compliance with the requirements of the legislation in the provision of social support and observance of children's rights. The National Social Service of Ukraine is coordinated by the Government of Ukraine, through the Minister of Social Policy.
Established by the Resolution of the Cabinet of Ministers of Ukraine of August 26, 2020, № 783
The Resolution № 898 of 09.08.2024 provides for changes to the functionality of the National Social Service. In particular, the Service will continue to exercise state supervision (control) over the observance of children's rights in institutional settings and family-based care, the implementation of the Convention of 19 October 1996 on Jurisdiction, Applicable Law, Recognition, Enforcement and Co-operation in Respect of Parental Responsibility and Measures for the Protection of Children.
Key tasks:
1. State supervision (control): over compliance with legislation on social services, social benefits and children's rights.
2. Coordination: organization of the work of structural units of local authorities to provide social support, activities of social service providers.
3. Methodological support for the activities of local state administrations, local executive bodies on the correct provision of social support.
4. Implementation of state policy in the following areas:
social work
support for people in difficult life circumstances
veterans
victims of the Chernobyl disaster
persons with disabilities
internally displaced people
prevention of domestic violence and gender-based violence
ensuring equal rights and opportunities for women and men
adaptation of former inmates
volunteering
support for active longevity
humanitarian aid
